New jersey sex offender internet registry

Chester police said a Burlington County man drove to the Morris County town to meet an underage boy for sex last year — but discovered he'd actually been set up in an online sting by two local men. Charles Small, 24, of Delanco made his first court appearance during a virtual hearing before a judge in Morris County on Monday, 11 months after he allegedly came to Grove Street Park in Chester borough for what he thought would be a meeting with a year-old boy. Small faces charges of luring, attempted criminal sexual contact and attempted child endangerment, according to an affidavit filed by Chester police.

Morris County prosecutors and the Chester police would reveal little information about the two private citizens who orchestrated the sting or their motive.

One man, the one posing as a year-old, was actually 19, the police affidavit said. It didn't appear that either one knew Small before they met online, Chester Police Chief Thomas Williver said in an interview.

According to the affidavit, the man posing as the year-old boy called himself "Max" online. He allegedly received a message from the screenname "23" and a photo of Small. The man told Small he was 15, to which Small replied, "I don't care about age," the affidavit said.

As part of the sting, Small and "Max" then exchanged explicit photos, police said. Small allegedly told "Max" he wanted to meet him and asked if there was someone else who might want to them. The man posing as Max said he had a younger brother who might be interested, the affidavit said. When the pair met Small at the park, they told him they could go back to the first witness's home for sex but then informed him they were adults and had called the police, according to the affidavit. Here's why. Chester police said they searched Small's cellphone and found the app Grindr on the phone with the "23" profile and a record of the conversation between the year-old man and Small. At Monday's hearing, Small's court-appointed attorney, Tracy Denholtz, questioned the delay between the date of the alleged incident and Small's arrest.

It's not the first case to come out of the Prosecutor's Office's sex crimes unit to have a "ificant" delay, Denholtz said. Meghan Knab, a spokeswoman for the Prosecutor's Office, declined to comment on the delay in an interview Monday.

Denholtz requested a of items for discovery, seeking all motor vehicle recordings, body camera footage, cellphone videos of the complaining witnesses, call audio, information pulled from five cellphones seized and any interviews done at the police station.
